Strategic Roles:

Participate in Formulating Agency Strategy:
- Contribute to shaping the overarching strategy of the Agency.
Define Department's Strategic Goals:
- Participate in defining strategic goals and performance indicators for the department.
- Follow up on achieving goals and recommend corrective actions.
Implement Agency's Strategy:
- Actively contribute to the execution of the Finance and Accounts Agency's strategy.
- Contribute to setting operational plans aligned with the strategic goals.

Operational Roles:

Review Financial Controllers Assignments:
- Evaluate processes of assigning financial controllers to government agencies and committees.
- Make recommendations for review and approval.
Coordinate Training Initiatives:
- Collaborate with the Policy and Governance Department for a comprehensive training plan.
- Develop financial controllers' skills in alignment with evolving financial control methods.
Process Enhancement:
- Work with Evaluation and Regulatory Compliance Department to enhance processes.
- Update a guide for government agencies' workflow and serve as a reference for financial controllers.
Incentive Programs and Performance Evaluation:
- Review preparation of incentive programs and their linkage to annual performance evaluations.
- Propose improvements for review and approval.
Service Level Agreements and Auditors' Reports:
- Review processes for financial transactions SLAs between controllers and entities.
- Examine and enhance financial auditors' performance reports.
Issues Resolution:
- Address discrepancies between financial controllers and entities.
- Handle issues arising from agencies' observations on controller performance.
Policy Formulation and Archiving:
- Support coordination with the Policies and Governance Department for financial policies.
- Ensure all supporting documents are electronically archived.

Administrative and Organizational Roles:

Human Resource Management:
- Determine departmental talent needs and manage personnel affairs.
- Evaluate subordinate employees' performance and make HR-related recommendations.
Objective Achievement and Service Enhancement:
- Verify the department's main objective achievements.
- Enhance service quality, accuracy, and effectiveness.

Qualifications and Experience:

Experience:
- 2-4 years in control and auditing.
Knowledge:
- Comprehensive knowledge of accounting standards, financial regulations, and auditing standards.
Academic Qualifications:
- Bachelor's degree in Accounting, Financial Management, or equivalent.
Professional Certifications:
- Preferred certifications: SOCPA and/or CIA Certification.
