How big is the Saudi Arabia job market for overseas workers?
It is the largest single destination by far. Saudi Arabia took 183,951 of the 317,436 Pakistani workers who left for jobs in the first half of 2026, which is 58% (Bureau of Emigration plus Overseas Employment Corporation, via TechJuice). The UAE was second with 50,773 and Qatar third with 34,025.
Numbers are not a guarantee of a good job. This page sticks to what our research supports. It has no pay table, because our research gives no Saudi pay figures. Use the salary calculator and the live listings above.

Plain-language terms used on this page. Qiwa: the portal our research names for confirming job-change rules in Saudi Arabia. Iqama: the Saudi residence permit. Musaned: one of the portals our research lists for verification, alongside MOHRE, BEOE and Qiwa.
Which jobs are in demand in Saudi Arabia?
The research links Saudi demand to construction and infrastructure, oil and gas, hospitality, healthcare, technology and renewable energy, with giga-projects such as NEOM and the Red Sea Project anchoring multi-year demand (DSS HR, Gulf News, July 2025). It found no count of Pakistani workers by occupation, so the ranking below is our reading.
| Job group | Roles named in the research | Why it links to Saudi Arabia |
|---|---|---|
| Construction and trades | Mason, electrician, plumber, welder, steel-fixer, site supervisor | Giga-projects and infrastructure |
| Oil and gas | Technician, welder, maintenance | Stable and certification-driven |
| Hospitality | Housekeeping, culinary, front desk, cook, waiter | Tourism and events |
| Driver and logistics | Heavy driver, delivery rider, warehouse | Logistics and e-commerce growth (our estimate) |
| Security and facilities | Guard, cleaner, technician | Steady demand (our estimate) |
| Healthcare | Nurse, medical technician, paramedic | Ongoing demand; licensing named as SCFHS, Prometric, DHA, HAAD |
Roles: Gulf News and DSS HR. Demand ranking and "our estimate" labels: our research analysis, not verified.
The research lists specific hypothesised queries from Pakistani workers, such as "driver jobs in Saudi Arabia for Pakistanis", "security guard jobs Riyadh salary", "electrician salary in Saudi Arabia in riyals", "Al Rajhi Company jobs" and "Saudi Aramco contractor jobs". Employer names in these hypothesised queries are not endorsements; use the official portals to verify any offer.
How Saudi hiring timing differs
The seasonal patterns in our research come from Dubai-focused sources. The research says Saudi and blue-collar demand probably follows project cycles and visa quotas more than white-collar budget cycles. It also says it found no official Saudization quota numbers, so we do not quote any. For the timing caveats, see when to apply for Gulf jobs.
Money sent home
Remittances are the economic engine behind Pakistani migration. Gulf News reported $4.2 billion in May 2026 alone and a projection above $40 billion for FY2025-26, as reported and not independently verified. For your own transfers, the research flags fees and the exchange-rate spread as the pain points, and names the Roshan Digital Account as a Pakistan-side product. It gives no fee comparison, so compare the total cost yourself.
The wider market picture is in the 2026 Gulf jobs market for Pakistanis.
Who should think hard before choosing Saudi Arabia?
The research has no survey of workers. The points below are our reading of the worker types it describes.
- First job abroad. Your main fear is losing savings to a fake agent. With so many workers going to Saudi Arabia, the fake ads are also many. Verify before you pay, and count the number of agencies you are asked to visit. The research lists embassy, medical, Takamol, Protector and insurance as separate steps.
- Skilled trades. Your fears are contract substitution and trade tests. Ask what test applies, who conducts it, and whether the employer pays.
- Already in Saudi Arabia. Your questions are job change, iqama, unpaid wages and absconding cases. See the rights section below.
- Project workers. Giga-project jobs, such as NEOM, are multi-year. Ask about location, accommodation and heat provisions in writing before you accept.
- Women workers. The research says nurses, hospitality and domestic workers face added safety and rights concerns and need careful, dedicated information. Domestic workers are largely excluded from the job-change reforms.
If you are choosing between countries, the research gives no pay comparison. Use it as a reason to compare full offers (pay, housing, contract, working hours), not headline numbers.
Can you change jobs or leave Saudi Arabia freely?
As reported by AYK Global, a secondary source: job change is possible after contract terms through Qiwa, with reforms expanded in 2025. Exit permission was reported as no longer needing the employer since mid-2025. Passport retention is prohibited. Confirm each item on Qiwa or with the labour ministry before you act.
| Topic | As reported | What to do |
|---|---|---|
| Job change | Possible after contract terms via Qiwa; reforms expanded in 2025 | Get the new offer in writing and read your current contract first. Use Qiwa. |
| Exit permission | No employer permission needed since mid-2025, as reported | Ask the labour ministry if an employer says you need it |
| Passport | Retention prohibited | Keep phone photos of your passport and iqama; ask in writing if the original is held |
| Unpaid wages | No rule in our research; workers search for MOHRE, Musaned and Qiwa complaint channels | Keep a record of days worked and pay received and use the official complaint route |
Job change, exit permission and passport rows: AYK Global (secondary source). The 19911 hotline in our research is for heat-ban violations, not for wage or passport complaints.
Domestic workers are largely excluded from these reforms. If you are joining as a housemaid, driver or caregiver, do not assume the table applies.
Wage, iqama and absconding problems
Once workers are in the Gulf, our reading of the research is that wages, contracts and visa status drive the rest of the searches. It lists "salary not paid Saudi", "iqama expired penalty" and "huroob", a term for an absconding report. It gives no procedure or penalty amount for these, so we do not state any. What we can say is the pattern in the pain-point table: employer-linked residency makes cancellation and transfer paperwork the sticking point.
For the general rights picture, see Gulf worker rights in 2026.
What is the Saudi midday work ban?
It bans outdoor work under direct sunlight from noon to 3pm during summer. In 2025 it ran from 15 June to 15 September and covered all private-sector firms. Violations can be reported through hotline 19911 or the ministry app (Saudi Press Agency). A Saudi Gazette headline shows the same window for this year, but the article did not open, so confirm the 2026 dates on the ministry site.
Human Rights Watch (June 2026) found that time-based bans are not enough. Workers in Saudi Arabia, Kuwait, Qatar and the UAE reported dizziness, fainting, poor access to cool water and pressure to work through hot hours. HRW spoke to 20 workers, so treat the report as indicative.
What this means for you
- Ask before you accept an outdoor job how work is arranged in summer, and get the answer in writing.
- If you are pushed to work between noon and 3pm in the ban season, the SPA decision says you can report it on 19911 or through the ministry app.
- If you feel dizzy or unwell: stop working, get into shade, drink water and seek medical help.
- Remember the ban is one rule. HRW found it does not by itself protect against heat illness.
Summer also slows hiring: the research reports hiring postponed to September in June to August, in Dubai-focused sources. See the Gulf heat safety guide for details.
How do you check a Saudi job offer before paying anyone?
Start with the official portals our research lists for verification: Musaned, Qiwa, MOHRE and BEOE. The research does not give a step-by-step Saudi visa check or a Saudi offer hotline, so we do not invent one. Written offer first, official check second, payment never before both.
- Ask for the offer and contract in writing: job title, salary, location and contract length.
- Our research names Qiwa as where to confirm job-change rules, and Musaned as a portal it lists for verification. It gives no step-by-step offer check specific to Saudi Arabia. Ask for what you need to verify officially, and do not accept "trust me".
- Count the payments you are asked for. The research lists asking to pay stage-wise instalments as an emergency trigger.
- Check the person's licence. In Pakistan, Emigrant's Protection registration is done at the BEOE directly or through a licensed Overseas Employment Promoter.
- Do not hand over your original passport to anyone before you have verified the offer.
The News (2 August 2026) reports that victims typically lose Rs800,000 to Rs1 million each, that gangs rebrand under new office names, recruit through Facebook and WhatsApp, and pose as police when victims ask for refunds. Its warning signs are guaranteed visas in a short time, unrealistic pay and demands for original passports. The FIA keeps arresting such gangs, with arrests reported in July and September 2026, though we only saw those as headlines.
One search the research records is "is 8 lakh normal". It found no official 2026 fee schedule, so we cannot say what is normal. Do not accept "everyone pays this" as an answer. Get the fee, if any, from the official registration bodies. Employer-paid recruitment is the rule the research quotes for the UAE, and you should ask your Saudi employer in writing who pays.

What should you do if something goes wrong in Saudi Arabia?
These are our suggestions, based on the pain points in our research. They are advice, not legal rules. Confirm any rule on the official portal.
- You have gone two months without salary.
- The research lists this as an emergency trigger. Write down the dates you worked and any pay received, keep your contract, and use the official complaint route. People search for MOHRE, Musaned and Qiwa channels; check which one fits your case.
- You landed and the job is different from the offer.
- This is contract substitution. Keep the original offer. Ask for the change in writing, and do not sign a new contract you do not understand.
- Your employer holds your passport.
- Passport retention is reported as prohibited (AYK Global, secondary source). Ask for it back in writing and keep a photo of it. If refused, use the official complaint route.
- You want a better job.
- Job change is reported as possible via Qiwa after contract terms are met. Get a written offer, read your current contract for terms, and use Qiwa. Do not simply leave: absconding cases are a common search problem.
- Your iqama has expired.
- A police checkpoint is the emergency trigger in the research. Ask the employer in writing to renew it, and keep your messages. We do not state any penalty because our research gives none.
- Your medical result says unfit or the visa is on hold.
- The research names medical rejection as a pain point, linked to missed conditions or the wrong centre. Ask for the reason in writing and ask the medical centre what condition applies. Do not pay a second "agent" to fix it.
- You are asked to work in the midday ban hours.
- If it is noon to 3pm in the ban season, report it on 19911 or via the ministry app. Confirm the 2026 dates first.
