Qatar as a Gulf work destination: what the data shows
Qatar took 34,025 of the 317,436 Pakistani workers who left for jobs in the first half of 2026, about 11%, making it the third-largest destination after Saudi Arabia (183,951) and the UAE (50,773). The source is the Bureau of Emigration plus Overseas Employment Corporation, via TechJuice.
Our research is thinner on Qatar than on the other two countries. We say so where it matters, and we do not fill gaps with numbers we cannot source. It gives no Qatar pay figures, so this page has no pay table. Use the salary calculator and the live listings above.

What does the research say about hiring in Qatar?
Less than for the other two countries. The hiring sectors in our research (construction, oil and gas, hospitality, healthcare, technology and renewable energy) come from DSS HR and Gulf News and describe the whole GCC. The research names no Qatar-only sector, no Qatar project and no Qatar occupation count. We will not invent one.
What it does say about Qatar is that QatarLiving Jobs is a Qatar-local job site with a Doha focus, and that Doha is the city in its entity map. One hypothesised query in our research is "nurse jobs Qatar apply online". It also records comparison searches such as "Qatar vs Saudi salary driver". The research gives no data to answer those comparisons, so we send you to the calculator instead.

Sending money home
The research names fees and the exchange-rate spread as the pain points when workers send money home, and names the Roshan Digital Account as a Pakistan-side account. It has no Qatar remittance comparison, and it says money-transfer content should be verified locally. So: before your first transfer, ask each service for the total amount your family receives in rupees, not only the fee.
Is Qatar the right choice for your situation?
Qatar is the smaller of the three markets in our research. That does not make it worse. It means fewer facts about it are documented, so you must ask more questions of the employer. The points below are our reading of the worker types in the research, not survey results.
- First job abroad. Your main fear is a fake agent. With no Qatar-specific verification channel in our research, the written offer and the licensed-promoter route in Pakistan matter more.
- Skilled trades. Your fears are contract substitution and trade tests. Ask what the test is, who runs it and whether the employer pays.
- Already in Qatar. The reported job-change rule is the point of interest. Read the rights section before you resign.
- Delivery riders. The reported midday bike-delivery ban in summer matters to you directly.
- Domestic workers. The research says they are largely excluded from Gulf reforms and describes the job as high safety risk. Do not rely on the general rules for your case.
- Family members. If you are checking an offer for a relative, ask for the contract and the employer's full name before anything else is discussed.
A useful test before you accept: can you write down the job title, pay, hours, housing, contract length and who pays for what, and does the employer confirm every line in writing? If not, you do not yet have an offer.
Can you change jobs or leave Qatar without permission?
As reported by AYK Global, a secondary source: no former-employer consent is needed to change jobs, no exit permit is needed for about 95% of workers, and passport retention is prohibited. Confirm all of this with the Qatar labour ministry before you act, and check which category you belong to.

What "about 95%" means for you
It means most workers, not all. The research does not explain who falls outside the group. If you are unsure, do not assume you are in the majority. Ask the Qatar labour ministry, in writing if you can, before you plan to leave or change employers, and keep the reply.
Changing employer: a safe order of steps
- Get the new employer's offer in writing.
- Read your current contract for its own terms. The reported rule removes the need for consent, but your contract may still have other terms.
- Confirm the process with the Qatar labour ministry.
- Only then tell your current employer.
- Keep every document, message and receipt.

What is the Qatar heat rule based on WBGT?
Qatar uses a wet-bulb globe temperature (WBGT) threshold of 32.1C to halt outdoor work, according to Human Rights Watch (June 2026). WBGT is a heat measurement, not a time of day. That matters because HRW also found that time-based bans, on their own, are insufficient.
HRW reports that workers in Qatar, Kuwait, Saudi Arabia and the UAE described dizziness, fainting, poor access to cool water and pressure to work through hot hours. The report rests on 20 interviews, so treat it as indicative. It also reports that the UAE, Qatar and Kuwait ban midday bike deliveries in summer.
Questions to ask before an outdoor job
- Who measures the heat on site, and who can stop work when the threshold is reached?
- Is cool drinking water available near where you work?
- Is there shade or a rest area?
- Who do I tell if I feel unwell, and will I be paid for the rest?

What should you verify before accepting a Qatar offer?
Our research names the Qatar labour ministry as the place to confirm rules, but gives no Qatar offer-check portal or number. So the steps below are general and marked as such. The most important rule holds anywhere: no payment before you have a written offer and have checked it with an official channel.
- Get the offer in writing: employer name, job title, pay, hours, contract length.

- Compare the written offer with what you were told. Any difference is a warning.
- Test the offer against the UAE ministry's seven red flags (payment demands, unrealistic salary, pressure, non-official email domains, chat-only interviews, requests for bank details or codes, no verifiable offer). MOHRE published them for the UAE, but they are sensible everywhere.
- In Pakistan, register for Emigrant's Protection at the Bureau of Emigration and Overseas Employment or through a licensed Overseas Employment Promoter. Never hand your original passport to an unlicensed agent.
The News (2 August 2026) reports victims typically lose Rs800,000 to Rs1 million each. Gangs rebrand under new office names, recruit via Facebook and WhatsApp and pose as police when victims ask for refunds. Guaranteed visas in a short time, unrealistic pay and demands for original passports are its warning signs.
The documents for BEOE registration are your passport, CNIC, visa, employment contract, insurance certificate and medical fitness report, with registration, welfare fund, protector and insurance fees (BEOE). What should you do if something looks wrong?
These are our suggestions, based on the pain points our research documents. They are advice, not legal rules. Confirm any rule with the Qatar labour ministry.
- You are asked to pay for the visa or a "Qatar medical slot".
- Stop. The research lists payment demands as the first sign of a scam and stage-wise instalments as an emergency trigger. Ask for the request in writing and do not pay.
- You are asked to hand over your original passport.
- The News names this as a warning sign. Do not hand it to anyone who has not shown a written, verified offer and a licence.
- You are told the job is different on arrival.
- This is contract substitution. Keep the original offer, ask for the change in writing, do not sign a contract you do not understand, and contact the Qatar labour ministry.
- You are told to work through the hottest hours.
- Ask whether the WBGT threshold of 32.1C has been reached. If you feel unwell, stop, get to shade, drink water and seek medical help.
- You are a delivery rider and get orders at midday in summer.

- Your employer says you need an exit permit.
