Pakistan Emigration Process for Gulf Jobs

BEOE explains that Emigrant's Protection registration is done in one of two ways.

• Directly at the Bureau of Emigration and Overseas Employment.
• Through a licensed Overseas Employment Promoter (OEP), which is a licensed agency that places workers abroad.

The word "licensed" matters. Our reading of worker pain points is that many unlicensed agents operate, and a first-time migrant can find it hard to tell them from licensed ones. We are not an OEP. We do not register workers and we never charge job seekers.

BEOE lists these items. Have them ready before you go, whether you go directly or through an OEP.

This is the list that our source gives. It may not be the full list for every case, so confirm on the BEOE official site.

BEOE names four fee categories:

• Registration
• Welfare fund
• Protector
• Insurance

We do not give amounts because our source does not. The right answer is to ask the official body or licensed OEP for the current amount of each fee, ask what it is for, and get a receipt for each payment.

Under UAE labour law, employers cannot charge workers recruitment costs, directly or indirectly (Gulf News). That applies to the UAE. Check the rules for your destination before you pay anyone.

Workers describe many offices and steps. In our reading of the pain points, the confusion comes from several agencies being involved: the embassy, a medical centre, Takamol, the Protector and insurance.

Search terms that show this confusion include "Saudi work visa process", "what documents needed" and "e-Protector". We do not have official details here on each of those steps, so we do not explain them beyond what BEOE lists above.

Do this instead: write the steps down, ask for each step to be named, and ask which official body does it. If an agent offers to handle everything without naming the steps, ask for a breakdown before you pay anything.

This is our reading of the decision path, from the stages workers move through. It is guidance, not an official procedure.

1. Hear of a job or visa. Treat it as unverified.
2. Search. Look for the job, the visa route and the salary.
3. Verify. Is the offer real, and is the agent licensed? Use the job offer check. This is where most people should slow down.
4. Compare. Compare pay, country and cost. The salary calculator can help you compare.
5. Prepare. Gather documents, complete the medical, and complete Protector registration and insurance.
6. Depart. Ticket, money and SIM.
7. Abroad. Know your rights on wages, iqama (residence permit) and sending money home. See our worker rights guide.

The order is important: verify before you prepare. Paying fees before you have verified the offer is the reverse, and it is where losses begin.

A lot. Bureau of Emigration and Overseas Employment Corporation figures, reported by TechJuice, show 317,436 Pakistani workers left for jobs abroad in the first half of 2026. That is about 6% below the roughly 337,000 of the first half of 2025. Full-year 2024 was 727,381 departures, and over 2 million people migrated across 2023 to 2025.

The table below is our reading of common pain points before departure. It is analysis, not an official list. Check what applies to you.

Our reading: many workers borrow money or sell assets to pay for departure. A failed visa is then a family crisis. That is why the order of steps matters more than speed.

Many first-time migrants are young and learn from YouTube, TikTok, Facebook groups and relatives already abroad. That is our reading of who searches, not survey data. Peers are a good source of stories, but a bad source of proof. A cousin's agent is not automatically licensed.

1. Ask your relative for the agent's licence details and check them officially.
2. Ask for the offer and the contract in writing.
3. Do not give your original passport until the offer and the agent are verified.
4. Ask a family member to read the contract with you.

• An agent who promises a visa in a short time should be asked for the breakdown of the four BEOE fees.
• Our advice: a legitimate process lets you see the employment contract and visa before you pay; both are on the BEOE required document list.
• Be careful if you are told you can skip registration. Our source describes registration as the official Pakistani process.

Victims of visa fraud typically lose Rs800,000 to Rs1 million each, according to The News.

We prefer to say plainly what we do not have.

• Office addresses and opening hours. Not in our source. Use the BEOE official site.
• The detail of each step such as the e-Protector, Takamol and the medical centre process.
• Rules that change. New medical or Emigrant Protection rules can appear at short notice, so confirm before you act.
